Fremont City Council Moves Forward With Key Governance Reforms
Fremont will pursue internal administrative updates, including council confirmation of department heads, after deferring a city charter initiative.

The Fremont City Council has moved ahead with an administrative reform work plan following its decision to pause a proposed city charter measure. During a recent council meeting, elected officials directed city staff to draft an ordinance by early October that grants the council confirmation authority over municipal department leaders appointed by the city manager.
Under Fremont's existing council-manager structure, department director appointments were handled directly by the city manager. The proposed change introduces an additional level of City Council oversight over administrative appointments across local government branches.
The broader governance work plan also includes scheduled reviews of compensation and health benefits for the mayor and council members. City leaders stated that these local policy updates offer practical improvements to municipal operations while avoiding the steep costs associated with placing a charter measure on the ballot.
