Bay Area's First Living Levee Opens at Palo Alto Baylands

A horizontal levee designed to protect against rising sea levels has officially opened at the Baylands Nature Preserve.

Local officials and community members gathered at the Palo Alto Baylands Nature Preserve on September 10 to mark the opening of the Bay Area's first living levee. The roughly $7 million horizontal levee pilot project represents a nature-based approach to flood protection along the shared San Francisco Bay shoreline just north of Mountain View.

Unlike traditional vertical concrete floodwalls, the horizontal levee uses a gentle, vegetated slope built from soil and native wetland plants. Treated wastewater is filtered through the vegetation, creating a thriving marsh transition zone while buffering the surrounding area against rising sea levels and intense storm surges.

Palo Alto leaders noted that the project is the first in the region to be directly connected to the bay's natural hydrology. Environmental engineers and regional planners intend to monitor the site closely to assess whether similar nature-based barriers can be built across vulnerable shoreline locations throughout Silicon Valley.
